DOWNGRADED: ‘Manitowoc Incident’ Update Reveals UFO Footage Showed Ground Lights, 8-bit Audio Analysis Saving Grace in Story that Couldn’t Tell Up from Down

Vancouver, BC – Ongoing research into the “Manitowoc Incident” video archive produced evidence this past weekend that smartphone camera recordings of lights in the sky submitted to NewsInsideOut.com in support of U.S. Marine Corps veteran Myles Panosh’s March 24, 2019, UFO sighting report were most likely images of street lights and cars on the ground. Wisconsin videographer Jeff Lavicka worked closely with NewsInsideOut.com to decipher strange artifacts discovered in the footage and has withdrawn his claim of having taped a UFO that night. These findings downgrade status of the incident depicted in the short film from potentially the biggest story in today’s UFO news to a record of testimony from a trained observer whose sighting of an unknown remains supported in the film by video-based dramatic visual recreations and 8-bit granular audio processing.

This series reveals how one previously-unpublished video frame from the “Manitowoc Incident” video archive rotated 180 degrees and transparently overlaid with a daylight photo of a neighboring house adjacent to Jeff Lavicka’s location offers a satisfactory visual match. A geometric artifact on the far left side of the frame suggests there was a building in the image foreground. The composite result accompanying this update reveals the camera’s attitude at the time of recording was apparently pitched downwards, not upwards facing towards the sky.

This reporter received access to “Manitowoc Incident” footage two weeks after it was recorded and discussed among the witnesses. How it then took an additional six part and full-time days for this discovery to arise relates to various challenges that surround attempts to provide pro bono lab services as a crowdsourced amateur video clearinghouse while also providing reportage, non-commercial short film production and news distribution services on a deadline.

EXCLUSIVE: U.S. Veteran Witnesses ‘Massive’ UFO over Lake Michigan in ‘Manitowoc Incident’ Short Film

Vancouver, BC – An exclusive short film published to social media on April 10, 2019, offers viewers an inside look at what one U.S. Marine Corps veteran described as a “massive” UFO incident that took place near a Lake Michigan nuclear power station the night of March 24, 2019. A bizarre cluster of scintillating lights said unlike anything in the current known U.S. military arsenal was observed and recorded in flight over several hours by long time Manitowoc, WI, resident Myles Panosh and his videographer friend Jeff Lavicka. Running under 15 minutes the “Manitowoc Incident”’s stunning enhanced HD UFO footage, 8-bit granular audio analysis, dramatic recreation and voices of witnesses transport viewers deep into the heart of what may be the biggest UFO story of 2019.

U.S. Marine Corps veteran Myles Panosh says he was on a telephone call that evening discussing UFO experiences with Sheboygan, WI, resident Shelly Schmidt when he looked out from his window and spotted a “huge” UFO over the vicinity of Point Beach Nuclear Plant in neighboring Two Creeks. Unable to capture the subject with his iPhone he enlisted help from neighbor Jeff Lavicka at 8:45 p.m. local time. The videographer then successfully imaged the mysterious event using a Samsung Galaxy S4 and was able to observe the incident until approximately 11:30 p.m..

What the videos show include multi-colored lights appearing at the apexes of a seemingly opaque wedge-shaped “Star Destroyer”-like spacecraft attended periodically by additional luminous bodies in flight blinking on and off in the nearby field of view. There are no stars or other celestial bodies visible in the background suggesting the UFO’s luminous emissions were brighter than starlight and that the subject was operating within Earth’s atmosphere. It stands to reason that if the smartphone camera’s low-light threshold included imaging of celestial objects, dozens would have appeared in each upwards-facing video frame accompanying the subject under clear night sky conditions described by the witness.

Such a simple analysis concludes that the video images do not depict stars and planets but rather subjects of magnitudes greater than starlight whose emissions fall within the visible range of the camera sensor (where other celestial objects do not register). It is clear from these images the Samsung Galaxy S4 is incapable of resolving distant binary star systems at night but is clearly suited to the task of collecting UFO evidence under dark sky conditions where subjects flying within Earth’s atmosphere emit significant illumination of their own.

The role of primal hypnotic scintillating lights in UFO incidents (like the bioluminescence of cuttlefish stalking their prey) may in some cases be interpreted as a pacifier of observers transmitting “nothing to see here” signals to individuals who may otherwise mobilize some sort of active response. The effect has been observed by this reporter during field research in the British Columbia wilderness where helicopter-like light activity on nearby ridgetops seemed ironically normal under conditions where such vehicles were very unlikely to appear.

During their telephone interviews for the “Manitowoc Incident” both Myles Panosh and Shelly Schmidt recounted a subculture of testimonies from local residents and visitors to the area who said they had seen lights in the sky near the nuclear site and over Lake Michigan. An article from the Detroit Free Press from March of this year cited eerie lights appearing along near 200 miles of Lake Michigan shoreline in witness reports from 1994 highlighting how these reports remain unsolved to the present day.

John Carpenter’s “Starman” (1984) crashed an extraterrestrial scout ship on the northwestern side of the Chequamegon-Nicolet National Forest in Chequamegon Bay, WI. The city of Green Bay and the Door Peninsula where the Point Beach Nuclear Plant is stationed reside off the southeast edge of the same forest. According to lifelong resident Myles Panosh fishing tourism was wildly popular on the peninsula shoreline during the 1960s and 1970s attracting visitors including high-profile celebrities such as Johnny Carson.

Tales of UFO sightings at the nuclear site are said to have been part of the fishing subculture and the area’s reputation as a UFO hotspot may well have earned it an indirect placement in the film’s cosmology. Viewed from this perspective the “Starman”’s miraculous silver spheres might have gleaned some of their mystique from uranium dioxide pellets used in reactor fuel rods where nuclear power is touted as a fount of miracles by today’s Fukushima-deaf industry shills.

According to the Union of Concerned Scientists fire protection problems and groundwater leaks plague Point Beach. Multidimensional environmental stakeholder ET interests in U.S. nuclear power plants remains a sensitive taboo subject where employees held economic hostage fear for job safety and onsite security protocols preclude bringing public attention to ETs and these incidents through the present day.

It remains otherwise incomprehensible how local residents using smartphone camera technology were able to release stunning images of such an apparently massive display whereas all of the local and regional airport radar sensors plus security system sensors at the nuclear site remain effectively silent in communicating facts of these events in the public domain (as if they registered nothing at all). Clearly the culture of an ongoing cover-up persists in modern America outliving the Pentagon’s 2017 Advanced Aerospace Threat Identification Program (AATIP) moment in the New York Times.

According to trained military observer Myles Panosh what he saw and Jeff Lavicka recorded that night was “Not anything we have. No way. Not even close. Not a chance. It was not a star. It was not a planet. It was not a meteor. Vancouver, BC – Exclusive new video published to social media on March 4, 2019, documents findings from a special NewsInsideOut.com anti-corruption investigation into the latest SNC-Lavalin maelstrom now threatening to consume the political reputation of Canadian Prime Minister Justin Trudeau. Granular audio analysis of the Liberal Party leader’s statements denying political interference appears to describe Montreal-based SNC-Lavalin Group, Inc., as a national intelligence front engaged in global PSYOPS activities on behalf of the Canadian Security Intelligence Service (CSIS). The findings further show PM’s unconscious conception of possible related secret financial records controlled by an embedded officer in a “shadow” institution. The specter of such vast governmental industry collusion arises in sleep talking-like remarks wherein PM is shown invoking a “ghost [operative]”, “ciphers”, a “spy” and a “secret purser”.

On January 14, 2019, Canadian Attorney General and Minister of Justice Jody Wilson-Raybould was removed from her role during a cabinet shuffle and transferred to Veterans Affairs. On February 7, 2019, The Globe and Mail reported Prime Minister’s Office officials “pressured Wilson-Raybould to intervene in the Public Prosecution Service of Canada’s (PPSC) handling of fraud and corruption charges against the Montreal engineering and construction firm, relating to business dealings in Libya between 2001 and 2011.” Canadian Prime Minister Justin Trudeau has since denied allegations of political interference in this matter and these continuous denials before the press form the basis of NewsInsideOut.com’s anti-corruption investigation.

According to the Canadian Broadcasting Corporation (CBC) Montreal-based SNC-Lavalin Group, Inc., reportedly faces “charges of fraud and corruption in connection with nearly $48 million in payments made to Libyan government officials between 2001 and 2011.” A 2013 CBC report detailed how one division of the scandal-plagued engineering giant “used a secret internal accounting code [read: Cipher] that former employees say was for bribes on projects across Africa and Asia.”

A 2016 CBC report states SNC-Lavalin “paid a secret Caribbean-registered company to intercede on its behalf to obtain hundreds of millions of dollars in business in Algeria, the Panama Papers show, in a similar pattern to how the engineering giant operated in Libya.” The ubiquitous multinational and its apparent subsidiaries are also named over 200 times on a current World Bank blacklist of business entities cited for fraud and corruption.

The role of bribery as an element of contemporary western spycraft’s core doctrine is highlighted by the U.S. Central Intelligence Agency (CIA)’s so-named “father of Central Intelligence” William J. Donovan who explained how to use bribery and blackmail to destroy enemies and influence people in a 1943 Office of Strategic Services (OSS) “Morale Operations [read: PSYOPS] Field Manual”. According to non-profit news watchdog MuckRock the highly sensitive provisional manual’s suggestions included “using bribes to cause riots, trigger coups, and getting people hooked on drugs in order to bribe them with more.”

The Canadian CIA (CSIS)’s close proximity to such doctrine is embodied in the case of the late Arthur Porter, former head of the CSIS watchdog Canadian Security Intelligence Review Committee (CSIRC), who according to the Montreal Gazette died in 2015 while being held in a Panamanian jail during an extradition process while facing charges that included accepting bribes in a in a $22M kick-back scheme tied to a $1.3B Montreal mega-hospital project at McGill University.

According to the Canadian Television Network (CTV) News his role as chair of CSIRC allowed the accused privileged access to “some of the most sensitive files held by Canada’s spy service.” As a historical footnote McGill is also the storied site of Canada’s criminal MKULTRA frankenscience CIA collusion program that informed torture doctrine found in the CIA KUBARK manual and whose legacy continues in the present day so-called War on Terror. Those facts are detailed in a report by the campus student paper The McGill Daily.

Ciphers: The issue of solicitor-client privilege is not a simple one. And that is why I have asked Minister [David] Lametti, the attorney general and minister of justice to look into the matter of solicitor-client privilege in this situation and get back to me with recommendations.

Assert I’m now a liar: I told her directly that any decisions on matters involving the director of public prosecutions were hers alone. I respect her view that due to privilege she cannot comment or add on matters recently before the media. And I also highlight that we’re bound by cabinet confidentiality. In our system of government of course her presence in cabinet should actually speak for itself.

Spy: Canadians expect their government to look for ways to protect jobs, to grow the economy. And that’s exactly what we’ve done every step of the way. We’ve also done it in a way that has respected our laws and respected the independence of the judiciary. Of that there actually is no doubt. There are disagreements in perspective on this but I can reassure Canadians that we were doing our job and doing it in a way that respects and defends our institutions.

A shadow: While political parties and various people are making or trying to draw a lot of attention to this issue there is a process both at the justice committee and indeed at the ethics commissioner that will make a determination on what actually happened here. So Canadians can be reassured that our institutions continue to function, that our governments function in accordance with the rule of law and that we continue to stay focused on the things that really matter to Canadians.

Methods

Research that exposed human speech as a “multidimensional stimulus” with “numerous ways you can extract a message from it” was reported in the scientific journal Nature in 1999. In that report human observers were described as competent in resolving words while listening to highly-distorted speech recording samples. The procedure followed by scientists at Cal State involved digitally sampling recordings of human speech where samples were then reduced to grains of @50ms in duration.

Those grains were then locally time-reversed and globally resequenced in an attempt to emulate conditions found in voice-over-digital-network transmission (now commonly referred to as VoIP telephony). This methodology parallels techniques commonly used in biosciences where the nucleotides (grains) of a DNA molecule (sample) are resequenced in attempts to express novel characteristics of existing organisms (or to synthesize entirely new organisms from existing genetic materials).

For every set of discrete items the number of possible permutations of its order or sequence can be determined by using what is known as the factorial function (n!) where for example 3! = 3 x 2 x 1 = 6. In terms of granular speech synthesis the number of 50ms grains can be substantial, leading to what mathematicians call large numbers. For example, calculating the number of possible permutations of a set of 21 50ms grains by factorial function can be said to result in approximately 51 sextillion different sequences (5.1090942e+19).

However, for every set of discrete items (no matter how many), it can also be said that one possible permutation will always reflect the mirror or reverse order of the original sequence. In such a way (1, 2, 3) is newly rendered as (3, 2, 1). This understanding offers a shortcut of which common knowledge within the scientific and engineering communities is indicated by the inclusion of reverse macro functions in widely-used digital audio workstation (DAW) software applications and hardware. Investigators following the sampling, granular time-reversing and resequencing procedure modeled by scientists studying human speech intelligibility at Cal State can bypass untold iterations and simply monitor audio playback in reverse or mirror order with one click of a cursor.

From this reporter’s perspective the most important reason for bypassing myriad alternative sequence iterations is founded upon empirical evidence of practical intelligence discovered encrypted backwards in human speech. In the public domain this intelligence has offered preemptive understanding of facts concerning the Iraq War, the identity of one serial killer, the identity of a Russian spy and the resurrection of a CIA assassination program all named in broadcast media and online publications sometimes years before they were substantiated by mainstream news reports. Some of these reports are detailed in links provided below.

However, within modern society there remain numerous deeply ingrained superstitious implications of such encrypted multidimensional speech phenomena. These perceptions can be said founded upon dogmatic unscientific belief in fictitious untestable unproven entities and their supposed influences upon human behavior. Proponents of such scandalous misconceptions would stir the public to reject any suggestion of a time wheel’s (Sanskrit “Kalachakra”) bi-directional rotation, for instance. It is this type of Luddite perspective that would discourage the use of an automobile transmission’s reverse gear, compelling motorists to circumnavigate the globe instead of simply backing into a parking spot.

Therefore, only those capable of rejecting medieval injunctions against widdershins procession can embrace the type of volatile materials revealed through such a path of auditory inquiry. To quote one prominent Seattle psychologist this extremely psychoactive procedure and its findings are “not for beginners”.

This latest NewsInsideOut.com UFOlogy and Exopolitics investigation raises disturbing questions regarding how MUFON could possibly survive an audit testing compliance with its own internal guidelines, let alone one that evaluated MUFON compliance with U.S. federal laws and regulations. Erica Lukes is a UFO researcher and host of UFO Classified on the KCOR Digital Radio Network. She is the former state director for the Utah chapter of the Mutual UFO Network (MUFON) who trained as a MUFON field investigator. She is currently holding a substantial historic archive of UFO periodicals, research, rare books and other publications (some of which were willed to her by noted researchers) available through special public events in Salt Lake City. Erica will be seen on Science Channel’s “NASA’s Unexplained Files”.

In a series of letters posted to UFOClassified.com earlier this year the former National Director of MUFON’s Case Review Team detailed an emergent culture of extensive background checks targeting individuals reporting UFO incidents where potential Health Insurance Portability and Accountability Act of 1996 (HIPAA) law violations exposed Americans’ protected health information (PHI).

In the first document Phil Leech wrote “I have found that some investigators are having extensive background checks run on witnesses when they submit a report … one report showing a comprehensive list of medications a witness is using with side effects from these medicines.” Citing MUFON’s Case Management System (CMS) as a multi-user access online database, the author noted “many individuals within MUFON” could inappropriately (if not illegally) access such protected records via a simple login.

According to the U.S. Department of Health & Human Services, the HIPAA Privacy Rule “requires appropriate safeguards to protect the privacy of personal health information, and sets limits and conditions on the uses and disclosures that may be made of such information without patient authorization. The Rule also gives patients rights over their health information, including rights to examine and obtain a copy of their health records, and to request corrections.” How MUFON is maintaining compliance with such standards is not well-understood at the time of this writing.

The Phil Leech letters further chronicle seemingly outrageous evidence management practices naming MUFON’s Director of Investigations Chase Kloetzke in the black hole funneling of highly sensitive materials collected from witness medical procedures (an alleged implant) to Luis Elizondo, formerly with the Pentagon’s Advanced Aerospace Threat Identification Program (AATIP), now To The Stars (TTS) Academy’s Director of Global Security and Special Programs.

In a passage that appears to defy the author’s understanding of chain of custody compliance, Phil Leech wrote how this exotic specimen left MUFON’s purview via “Lue Elizondo with the production company from A&E that picked it up for transport.” The whistleblower asked incredulously “After 50 years of searching for the truth why would [DOI Chase Kloetzke] or anyone else turn over the one piece of evidence that could prove this all to a Production Company?”

In the way described by whistleblower testimony MUFON appears to resemble an active covert partner to multiple departments of the federal government including the U.S. Department of Homeland Security’s widely-derided “If You See Something, Say Something” informants campaign, where bureaucratic mission creep imposes continuingly increasing demands for public data mining in the name of quotas and yearly bonuses. It is in such a manner that MUFON appears to act as a covert enabler of ongoing out-of-control big government expansion into what remains of private life in America.

And MUFON is not alone in potential privacy trespasses. In perhaps the most bizarre turn of events supposed Secret Space Program (SSP) whistleblower Corey Goode and protégé Jordan Sather have been named as principal actors in a criminal #DoxxGate doxxing campaign targeting online critics and opponents resulting in legal action due to HIPAA law violations against one of their victims. Ironically it was Corey Goode’s controversial appearance at the 2017 MUFON Symposium that fueled in part a mass defection of the organization’s senior membership protesting MUFON’s latest iteration as an entertainment production company that has abandoned science in all but name.

MUFON’s ridiculous public embrace of Corey Goode’s ever-changing narratives alongside an apparent shared HIPAA law violation modus operandi seems to define both parties as Blue Avians of the same feather. Seen in this profound light, Goode and company as cultural phenoms can also be understood as characters in live action national security exopolitical theater role play harboring covert allegiance to U.S. federal agency initiatives.
